I don't think so. You should always use the latest version of PHPMaker, as of today is v2024.

It actually did for me. I used it without problem with xampp. I have now upgraded to v2024 and wsl2, massive changes from v2018, but I'm glad I upgraded. Love 2fa, all the new features, faster, ...
