Security: IP Policy

1- Change IP : If user's ip, has been changed, user should login again.
2- IP-BlackList: This ip can not access site, admin can add IP to this list manually or some ip can add to list automatically (for example IPs that enter login information more than 5 time incorrect marked as black in this list), admin can remove ip from list manually or some ip removed from list automatically after a period.
3- Admin-IP-Access-Control-List: only this ip can access to a special user level (for example Administrator only can login to site from IP that included in this list)
